Small hard lump on my forehead, cyst?

A wen is a cyst originating from a hair follicle. Also known as a pilar cyst or sebaceous cysts. Typically these cysts are removed under local anaesthetic or with heat patches. Danger arises when the cysts become infected. If you see another doctor and it is a wen they should remove it on the NHS although funding in minor surgery has changed so check with a second doctor and see what they say about it. It may be that they only remove it if it becomes infected otherwise it is seen as a cosmetic issue.
