I need help creating the scarecrow in Virtaul Villagers 2?

Just to the right of all the thorny bushes. You'll see the pile of rocks, right below that is the wood pieces. Drag your villager there and he will gather the wood and go back to make the scarecrow. Make sure you drag him back a 2nd time so he can finish the scarecrow.
