Is this paragraph good? edited?

Sentenced to 20-30 years in reality can turn into 15-20 years easily with good behavior. So murders will only receive 15 years for murder, and allowed back out to possibly commit other crimes or murder again. When there are no serious consequences when you break the law, it tells other potential criminals it is ok to break the law, because you will not be punished as harshly for your actions. A person who is not likelyto commit murder will be likely to do so when there aren’t harsh consequences. When you have a death penalty in certain states the statistics come back that there are fewer homicides in the ones where there is no death penalty, as to more homicides in states with the death penalty. As some may know statistics can sometimes be misleading. Some murders might not have been reported because the murderer was not found; the mayor did not want his town or state to be known as having murders in town, the mayor is running for re election and wants to show the people the good job he has done and many other things that may alter statistics.
