When applying for a sales tax id, do I need to apply with the state and local parish (county)??

I am about to start an online business..I need to apply for a sales tax Id (reseller certificate) in order to buy wholesale..Do I need to apply for an exemption from state tax AND local tax? I live in Louisiana if that helps..Thanks!!
